The current political climate on drugs is moralistic, at least partly because the Conservatives have adopted a stern stance in favour of abstinence and the reclassification of cannabis. This has conditioned the government's response in the new drug strategy to the extent of influencing its style. There are occasional whiffs of moral judgement, and the gestures to show that this government is tough on crime are given a more prominent position at the outset of the strategy than the proportion of resources allocated to them would warrant.You could almost be forgiven for thinking that this was New Zealand.
