CHRONIC Drug Policy
I'm not sure what you have to be to become a youth judge, but a good dose of pragmatism would help. And a bit of advice from the National Drug Policy formulation documents that said stop treating drugs on a drug by drug basis. This knee jerking has for so long characterised the response to so called emerging drug threats that it must now be seen for what it is... another moral panic.
If the recommendations of the 1998 Health Select Committee meant anything to Beacroft et al.. they would understand that we have a a dis-integrated approach to health promotion, education and drug policy. It was clearly identified (from expert submissions) that the double standards in respect of alcohol and tobacco are an impediment to credible health promotion.
Instead of making 'controlled drug buys' (language directly from the prohibitionist code book) Beacroft would do better to understand the problem. JWH018, the active constituents he is buying (the rest he could get from a health food shop for dollars per kilogram) is so potent in its pure form a mere ten grams is the logical equivalent of 1000's of joints of the ever popular cannabis. That ten grams wholesale at point of purchase would be worth less than what he paid for his 'controlled buy'. When preparing JWH for the Judge's 'controlled buy' the person(s) who formulated it probably experimented a bit and in an uncontrolled manner, a few kitchen items out some very difficult to measure at small volumes JWH with some 'herb' of varying texture, dryness, woodiness and flavour and packaged it calling it some cool marketing name.. and omitting anything about what it really is, when it was made, when it should be used by, or how to use it safely.
It is starting to look very uncontrolled Mr Beacroft. You deal in evidence. You figure it out, your a Judge.
Now go figure the 'profit margin'. You alluded to it when you noted it was about the same street price as cannabis with all its risk premium. If ten grams of JWH018 is the logical equivalent of lets say 1000 cannabis joints at a mere 1 gram each. That's a KILO of pot.. with black market tinnie shop margins.
It is easy to ship JWH018, 100gms arrives via parcel post in a A5 folded envelope. It's not even detected by dogs. Shipped worldwide for a few dollars. Order on the internet. For less than a weeks youth rates. A lifetimes supply.
And you want to drive this underground. I am sure some of your legal aid spongers (er, lawyers) will be right pleased to have the revenue opportunity, as it fills youth and drug courts up and down the land. All the while driving young people to cannabis and alcohol amplifying deviant behavior and disrespect for rule of law.
Were you and yours to ask, you would find that the John W Huffman has very recently called for cannabis to be legally regulated. And that should be where you too begin to reason through what to do about kronic. Do it before we entrench failure even more and ensure the problems become C.H.R.O.N.I.C.
